On an iPhone, Safari’s own speech recognition hears you first; Apple may handle it on its servers, as it does the keyboard’s mic. You can always tap the box and type.
Said Don’t Allow by mistake?
On the iPhone: Settings › Apps › Safari › Microphone › Ask, or, for FOLLOWap on your Home Screen, Settings › FOLLOWap › Microphone. Then tap the orb again.
